City of Oklahoma City Engineering Contract Services Extended

Cardinal Engineering Inc. announces that its 2006-2007 contract for Engineering Services with the City of Oklahoma City’s Emergency Response and Site Assessment Services has been extended through 2008. Assessment services include: Phase I and Phase II Environmental Site Assessment and Site Remediation, wetlands permitting, Brownfields and voluntary clean-up, above-ground storage tank assessment, design and compliance; storm water pollution prevention planning , asbestos and lead-based paint services and abatement.

The Oklahoma Department of Transportation has also renewed its contract with Cardinal for Statewide Environmental Hazardous Site Investigations through 2008.

Cardinal Welcomes Three New Employees

JASON LIPSCOMB joins Cardinal’s Environmental Department as a Project Manager. He is currently working on his Masters of Business Administration from Southern Nazerene University and will graduate in December of 2007. Jason came to us from the Oklahoma Department of Environmental Quality where he was an Environmental Programs Specialist. He has been assisting some of our larger oil and gas clients on air permits, audits, annual air compliance certifications, emissions inventory and air pollution control performance testing.

KIMBERLY SLINGERLAND recently joined Cardinal Engineering as the Oklahoma City Office Manager. She will be handling all aspects of the Oklahoma City office as well as working with the project managers. Kimberly came to us from the medical field where she was the office manager of two medical offices in Oklahoma City.

JARED BENNETT joined the Norman office as a Survey Party Chief. He was previously a Party Chief for a Dallas Surveying Firm. Jared has extensive experience in boundary analysis, surveys, topographic design layouts with AutoCad and Microstation, ALTA surveys, and Right of Way mapping.

Team Cardinal Celebrates Another Victory

Cardinal Engineering began Team Cardinal in 2006. Our team has participated in over seven 5K events. We have grown our participation to include 24 employees and family, who recently participated in “Running for Bella” in Norman. Our latest victory was the Redbud Classic 2007. Team Cardinal celebrated their 1st place finish in the “5K Adult Team Event”. We have improved our Redbud team finish from last year, when we finished 9th. We are also very proud of several of our employees who individually ran the 5K in under 24 minutes. Congratulations Team Cardinal!

Cardinal Engineering believes in supporting its employees in leading a healthy lifestyle. This year Cardinal celebrated 23 employees meeting their 1st quarter personal health goals by awarding $6900 in health goal bonuses. Our Health Incentive Program has been encouraging employees to meet their personal health goals since its inception in 1997.

Congratulations to David Tedford!

Cardinal Engineering would like to congratulate David Tedford on being named to the Journal Record’s 39 “Achievers under 40". He will be honored in May at a celebration at the Skirvin Hotel.

David is an Environmental E. I. for Cardinal, specializing in environmental consulting for the energy industry. He most recently worked on the reopening of the Ventura Refinery providing services which include spill prevention control, counter measures and process safety management. He also provided construction inspection for the City of Edmond’s 2020 Master Improvements Plan. He has been a leader in the community volunteering with the Central Oklahoma Chapter of the American Red Cross for over four years. He has volunteered with both local and mass care disaster efforts for the Disaster Services Human Resources (DSHR) for Hurricane Ivan, Jeanne, Katrina and Rita. He is a Strike Team Leader, Mass Care Manager and Disaster Assessment Manager for the DSHR. He volunteered for 24 days in Louisiana during and after Hurricane Katrina. David was honored in 2004 as the “Responder of the Year” from the Red Cross. He has spent the last eight months involved with Leadership Oklahoma City’s Signature Class XXV and is a Corporate Sponsorship Co-Chair for the Traveler’s Aid and Homeless Assistance Center.

Cardinal Engineering believes in encouraging our employees to pursue healthy and active lifestyles.

In 1997 we started the Cardinal Health Incentive program; every employee is given the opportunity to set quarterly health goals for themselves. They keep track of their progress, and at the end of each quarter are rewarded for meeting their goals. For a small business, we are proud that we are able to provide this opportunity for our employees. This past year alone a total of $12,900 was awarded. Every year we have increased our number of participants and the amount of goals accomplished.

In 2006 we were awarded a certificate of merit and selected as one of Oklahoma’s Certified Healthy Businesses from the Oklahoma Turning Point Council, the Oklahoma Academy for State Goals, and The Oklahoma State Department of Health. They hope that this program will serve as a model to encourage health insurers to consider rate changes for those businesses that become certified. We are glad to be part of a program that is striving to improve the health of all Oklahomans.

Cardinal Engineering is thankful for a very successful and busy 2006! Our team at Cardinal provided various services to Mustang Fuel, SemGas, American Indian Cultural Center and Chaparral Energy.

Cardinal’s Environmental Department continues to work with the reopening of the Ventura Refinery (formerly known as the Thomas Refinery). Cardinal has provided services which include spill prevention control and counter measures, process safety management, wetlands, endangered species, and community right to know filings.

Cardinal Engineering provides a wide range of engineering services for municipalities and various other public and private entities. Our engineers, surveyors and technicians are committed to providing responsive, high-quality solutions which fit with specific design requirements, project definitions, schedule and project budgets.

Cardinal Engineering, Inc. is "busting at the seams" and has broken ground in Norman on a 7600 square ft. building, which will be home to the Surveying and Civil Departments by early fall 2006.

Cardinal is thankful for a very busy 1st Quarter 2006.  We continue to provide our many City, State, and Private Clients with a variety of services from our Environmental, Civil, and Surveying Departments.  We look forward to a successful 2006!

Cardinal Engineering, Inc. congratulates the Native American Cultural & Educational Authority (NACEA) for the November 1st “ground blessing” of the American Indian Cultural Center located at the intersection of I-35 and I-40.

Cardinal began providing civil, surveying and environmental services in 1999 and looks forward to continuing its relationship with NACEA as construction begins in 2006. The new Cultural Center and Museum is a critical component of Oklahoma City’s continuing revitalization as a “jewel in its centerpiece” along the Oklahoma River. Cardinal Engineering, Inc. looks forward to watching the transformation begin.

Cardinal Engineering, Inc. was selected the Blue Cross Blue Shield Corporate Champion of Health for its Health Incentive Program.

By investing in the health of our workforce, we have experienced fewer sick days, better attitudes and more stamina for the employees to achieve personal and company goals. Employees set annual personal health goals and earn $1,300 per year for achieving goal success. Employees receive $800 for using less than full family coverage and more economical coverage. Cardinal pays full health insurance coverage, including dental and vision for exempt employees and their families.

As a Corporate Champion of Health, Cardinal donated $1500 the Good Shepherd Free Clinic at 222 NW 12th in Oklahoma City. The clinic serves 1800 people a year by providing a free non-emergency medical clinic, dental clinic and children’s dental clinic.

Cardinal Engineering, Inc. is pleased to announce that Patrick Riley

has been appointed by Governor Henry to the Solid Waste Management Advisory Council at the Oklahoma Department of Environmental Quality. The Solid Waste Management Advisory Council (SWMAC) serves as the initial rulemaking body for the LPD and operates under the authority of the Oklahoma Solid Waste Management Act. The SWMAC holds public hearings, reviews solid waste issues, and provides expertise about various solid waste issues. All solid waste rules and regulations must first be reviewed and approved by the SWMAC before being recommended to the Environmental Quality Board. Once approved by the Environmental Quality Board, the rules proceed to the State Legislature and the Governor for final approval. The Council is composed of nine members who represent specific areas of expertise as described by 27A O.S. § 2-2-201(E), the Oklahoma Environmental Quality Code. We are proud that Patrick is being recognized for his knowledge and experience. Congratulations, Patrick.

Cardinal Engineering, Inc. is proud to announce three new Employees:

LAURA CAUSEY, E.I. joins Cardinal’s Environmental Department. She has a Bachelor’s degree in Chemical Engineering from University of Oklahoma. She is assisting with air pollution control, environmental compliance, permitting, SPCC plans and stormwater plans.

LIZ McNEILL recently joined Cardinal Engineering as the Assistant Business Manager. She will be handling Human Resources along with Accounts Payable and various other accounting functions. She will also be assisting in the conversion to Deltek “Vision” which will be implemented company-wide in 2006.

RAJIV PARUCHURI joins Cardinal with a Bachelor’s degree in Chemical Engineering and is completing his Masters degree in Environmental Engineering from the University of Oklahoma. He specializes in subsurface remediation technologies, contaminant behavioral patterns, modeling the fate and transport of contaminants in the subsurface, and wastewater and drinking water treatment. His experience includes developing a DNAPL remediation guidance document for the Department of Defense and extensive research on the effect of surfactant molecules on absorption of pharmaceutical contaminants to natural aquifer material.


September 2005

David Tedford, E.I. provides construction inspection for the City of Edmond for the 2020 Master Improvements Plan, mold inspections, and environmental consulting for the energy industry. David was mobilized to Louisiana two days prior to landfall of Hurricane Katrina as the Senior Oklahoma Supervisor for Disaster Response for the American Red Cross. He began volunteering for the Central Oklahoma Chapter of the Red Cross in December of 2003 performing local disaster relief operations and family services for single and multi family fires. He was a Strike Team Leader who performed mass care operations and aided victims of Hurricanes Ivan and Jeanne in the summer of 2004. David was selected in 2005 by the Central Oklahoma Chapter of the American Red Cross to become a supervisor in the Disaster Service Human Resources (DSHR) system for local and national disaster relief operations. Current Red Cross duties performed by David are local fire and disaster relief on the Disaster Action Team (DAT) along with Community Outreach and CPR/First Aid Instruction. He received the Responder of the Year award from the Red Cross for 2004. Cardinal is very proud of David and the work he does for our company and community.

A Customer Survey was recently completed relating to our work products, customer service, and customer satisfaction. Following are the results of what our Customers said:

  • 98% of our customers have (and do!) recommend us to others both inside and outside their industry

  • 97% of our customers report their “Cardinal Project Manager cares about their project.”

  • Although 100% of our customers knew we had environmental compliance and regulatory expertise, only 88% knew of our civil engineering capabilities, and only 67% knew of our GIS and surveying capabilities.

  • Respondents who have employed other engineering, environmental, and surveying firms report Cardinal’s performance and service as superior.

  • Cardinal’s greatest asset, identified by our customers, is our people. Some of our customer’s quotes are: “extremely knowledgeable/professional staff”, “dedication to Client's needs, time schedule, internal documents”, “practical approach to solving environmental problems”,” responsive and skilled”,, and “think outside of the box”.

Even though our customers reported strong performance in following timelines and communicating budgetary issues (4.43 and 4.24 on a 5.0 scale, respectively), Cardinal will continue to focus its efforts to keep our customers apprised of the expected timeline and budget – as well as any changes that occur.

Cardinal Engineering, Inc. is proud to announce the additions of Amanda Benson, Reid Brooks and Nicholas Robinson

Amanda Benson joined Cardinal as an engineering intern in May 2005. She has assessed existing city road conditions during the summer of 2004.  Ms. Benson will graduate with a Civil Engineering degree with an environmental option from Oklahoma State University in December, 2005.  While at Cardinal, she has worked on Semi-annual Air Emission Monitoring Reports, Phase I environmental site assessments, and SPCC reports. She is a member of American Society of Civil Engineers (ASCE).

Reid Brooks is a recent Casady School Graduate, who will be attending Rice University in the fall.  He is completing the Client Survey.  He also has assisted with the publishing of numerous Permit Notices and SPCC plan drafts.

Mr. Nicholas Robinson has recently joined the Cardinal team as an intern in our Norman, Oklahoma office.  His time is occupied in doing quality control, data entry, plan file organization and field work with the surveying team, such as determining the depth of a culvert in Norman.

Cardinal Engineering, Inc. is proud to announce Brian Hallett

has joined our team. A Civil Design Technician, Brian’s work involves AutoCad and Autodesk Land Desktop. He is responsible for drafting and plat layouts, site and utility plans. He has worked on various Air Force and Army bases drafting new buildings and redesigning utilities. Since joining Cardinal he has prepared final plats, site and utility plans for the following projects: Las Rosas Subdivision project in Oklahoma City; Cobblestone West Subdivision and The Reserve at Stinson Apartment Complex projects in Norman; and Parkway Cleaners Building Addition, and Santa Fe Avenue Roadway Widening projects in Edmond.

STEVE MASON, P.E. was recently elected as Chairman of the Environmental Quality Board for 2005. He was also selected as the Vice President of Properties for the Last Frontier Council, Boy Scouts of America. Congratulations, Steve!

DEANNE D. HUGHES, P.E., Chairman of the Board of Directors for Girl Scouts - Red Lands Council, reports that the first-annual Juliette Low Leadership Society Luncheon, chaired by Polly Nichols and Christy Everest, raised over $132,000 for Girl Scouts in Central and Northwest Oklahoma. This success does not surprise us as we have witnessed many of her successes and her strong leadership capability at Cardinal. Thank you, Deanne!

ADRIENNE JONES, E.I. is a mentor for Big Brothers Big Sisters, a community and national organization whose main mission is "to empower youth through mentoring" providing any child with a mentor to develop a one-on-one relationship many children desperately need. She spends a few hours every two weeks with her "little sister" participating in activities such as book reading and cheerleading. Way to Go, Adrienne!

Cardinal Engineering, Inc. is proud to announce Ryan Murphy

has joined the Cardinal team.  Ryan’s duties at Cardinal will involve GIS, data reduction and drafting support for various projects, such as the City of Edmond easement and New Castle Road projects doing survey data reduction and civil engineering design.

Ryan was previously employed with Merrick Engineers & Architects out of Colorado Springs, Colorado as a GIS Analyst.  While there, he was responsible for rectifying digital aerial photography to different types of digital terrain models which create an accurate mosaic up to a quarter foot in resolution.  These mosaics are used as the ground floor of a geographic information system for city, county and military clients.

He has a Bachelor of Arts - Geography Degree from the University of Central Oklahoma, 2002, with emphasis in Geographic Information Systems (GIS).

Cardinal Engineering, Inc.

has been selected to provide civil engineering design services for the development of the American Indian Cultural Center in Oklahoma City.  Cardinal is working with an internationally-based architectural and landscape design team focusing on the overall development of the 300 acre site and the approximately $100 million cultural center facility. The site and cultural center are to be located at the intersection of I-35 and I-40 and will provide site and building components adhering to North American Indian cultural and philosophical beliefs.

Geographic Information System (GIS) is an integrated collection of computer software, hardware, data and personnel dedicated to the manipulation, analyzation and presentation of information tied to a spatial location. Simply stated, GIS allows a user to access information from a database through an interactive mapping interface.

Cardinal Engineering, Inc. is proud to announce COLBY CODNER, E.I.T.

has joined the Cardinal team. He will be working in the civil engineering department in Cardinal’s Norman, Oklahoma office. His expertise is in asphalt mix design and will be a valuable addition to Cardinal.  He earned his Bachelors of Science in Civil Engineering from the University of Oklahoma. His previous experience includes greater than 100 mix designs, being responsible for materials and quality control personnel for various projects, compiling quality control data and making quality assurance decisions for various projects. He is a Certified Asphalt Tester in Oklahoma, an ACI Field Aggregate, an ACI Lab Aggregate and is also a certified KDOT Superpave Mix Designer.

 As a Hydrogeologist to the Cardinal Staff. He has a Masters of Science in Chemical Engineering and Bachelor's of Science in Geological Engineering. His past experience has been with the Tennessee Division of Environment and Conservation, Solid Waste Management Division, where he reviewed and provided input/approval of RCRA Facility Investigation Work Plans and Reports, necessary Interim Measures (IM), Corrective Measure Studies (CMS) and Corrective Measures Implementation facilities undergoing corrective action; performed RCRA Facility Assessments (FRA); and conducted RCRA compliance inspections of hazardous waste generators.  While with K. Singh & Associates, Inc., in Michigan, he coordinated and supervised site remediation activities including UST removal, soil excavations and sampling, and installation and operation of remedial units for sol and groundwater on over 50 projects.

has successfully taken and passed the Professional Engineers exam. Jason has been with Cardinal for three years and is currently specializing in site development and water resource management. Jason is currently working on major projects for both the City of Edmond and the Chickasaw Nation.

Cardinal Engineering, Inc. is pleased to announce that Dave Tedford

has helped organize, set-up and operate the "Slamboree Car Show" which donated $12,000 to the American Diabetes Association last year and over $30,000 over the last 9 years.  He rounded up $2500 in sponsorship, worked with the Oklahoma State Fairgrounds on the location, helped to design and order the T-shirts, helped set-up the show, was in charge of the classification of the vehicles, judged several of the vehicle classes, aided in compiling the results of the judging, judged the "Best of Show" awards and then aided in the clean-up duties after the show ended. Dave also volunteers in a yearly Toys for Tots drive that has collected over four refrigerator boxes full of toys and cash donations of over $400. He helped arrange the location and decorations for the event and the final delivery of the toys and donations.

Cardinal Engineering, Inc. is pleased to announce

our selection by the City of Norman to provide professional services for the redesign of two sanitary sewer lift stations and the associated force mains to connect the Town of Hall Park to the City of Norman sanitary sewer collection system.

Cardinal Engineering is currently providing surveying and design services to the City of Norman for the rehabilitation of over 20,000 feet of sanitary sewer line.

Cardinal Engineering, Inc. 

has been selected by the Chickasaw Nation for the turn-key design of the one mile long "Northwest Access Roadway" to the Children's Village located at their Lake Texoma Complex.

Cardinal Engineering is also providing design services and a Flood Plain Study at the Chickasaw Nation Tribal Complex in Purcell, Oklahoma, by preparing design documents for the internal roadways, parking lots, and improvements to the site access roadways.

President of Cardinal Engineering, Inc. was unanimously elected at the Annual Meeting on February 19, 2003 of the United Way of Metro Oklahoma City and will be serving a three year term to the Board of Directors. The needs of our community are constantly changing and no other organization is better able to identify and respond to these needs than United Way of Metro Oklahoma City. The partnership between the United Way and member agencies allows the United Way to stay close to critical issues facing the community and identify the gaps that need to be filled. Cardinal Engineering, Inc. would like to congratulate the City of Broken Bow for their selection of J. M. Huber Corporation

for the construction of an Oriented Strand Board (OSB) Plant which will create 160 jobs at the facility in Broken Bow, along with up to 250 secondary jobs in the local region. Cardinal is glad to have been a part of the team led by the City of Broken Bow, Department of Environmental Quality, and the State Department of Commerce for the State of Oklahoma to help this become a reality.

Cardinal is providing Wetlands Delineation/Mitigation Endangered Species Absence/Presence, Archaeological and Baseline Noise Determination services to assist in the construction of this new plant.

DEANNE D. HUGHES, P.E.

Has been elected President of Girl Scouts Red Lands Council. The Council includes Oklahoma City and the majority of northwest Oklahoma. The Council serves more than 5000 girls and 2000 adults. Deanne grew up scouting and earned her Gold Award, the highest award in Girl Scouts. Cardinal applauds her efforts to help "Girls Grow Strong."

Cardinal is Proud to announce that DUANE WINEGARDNER

has been re-appointed by the Mayor of Norman, Oklahoma, to serve a second four-year term as a Director on the Board of the Central Oklahoma Master Conservancy District (COMCD). The Board also appointed Duane as its representative on the University of Oklahoma, School of Civil Engineering and Environmental Science Advisory Board.

Cardinal in partnership with Camp Dresser & McKee has designed and is overseeing construction of two 5 million gallon clearwells and 2000 L.F. of 84" distribution piping for the City of Oklahoma City at the Lake Hefner Water Treatment Facility.

Total construction costs are $12.6 million.  The clearwell design was completed on a short schedule with construction completion scheduled for the first clearwell July, 2002, with the second beginning construction thereafter.  A plan for addition of several future clearwells and either repair or replacement of the current two clearwells is under study.
